The Provincial Nomination of Canada Program has grown from a fairly notorious since its inception in 1990 and is currently the second main system to obtain permanent residence in Canada for skilled foreign workers, being surpassed only by the system Federal Express Entry .
Nominal flows have been seen in recent weeks in British Columbia, Alberta, Saskatchewan, Manitoba, Ontario and Nova Scotia , where more than 2,500 invitations are issued to workers with a variety of skills and professional experience to apply for a permanent residence nomination in Canada .
Since the PNP’s first year of operation in 1996, there has been a high growth in admission, since for 2019 it was approximately 61,000 , when in 1996 it was only 233 .

How does this program work?

Each nominated provincial program also has at least one “enhanced” nomination sequence that targets candidates in the Federal Express Entry system , which is the single largest source of skilled foreign workers in Canada.
Express Entry manages the pool of candidates for the three categories of Canada’s federal skilled immigration: the Federal Skilled Worker Class, the Federal Skilled Trades Class, and the Canadian Experience Class.
Eligible candidates in these three classes are entered into the Express Entry pool and are awarded a grade under what is called the Comprehensive Ranking System (CRS ).
The Government of Canada invites top-ranked candidates to apply for permanent residence in Canada through special Express Entry group classifieds , which are generally held every two weeks.
A number of provinces have multiple flows aligned with Express Entry and an increasing number of nominations have served Express Entry candidates in recent years. IRCC statistics for 2017 showed a 73% increase in the number of provincial nominations that were sent to Express Entry candidates in 2016.
How does the invitation, request and application work?
Many of Canada’s most popular PNP routes issue invitations to apply as a first step in the nomination process.
Only immigration candidates who receive an invitation can apply for a provincial nomination, and complete applications must be received within a specified time or are not considered.
Candidates who are invited to apply for a provincial nomination through an Express Entry aligned flow and whose application is approved receive an additional 600 points and will be sent an invitation to apply for permanent residency in Canada in a subsequent “Express” drawing. Entry pool ”.
Candidates nominated through a base flow apply directly to the federal government for permanent residence in Canada.
